This report discusses the potential role independent trade unions could play in the democratization of Egypt. The author contends that although independent trade unions could contribute to a bottom up democratization at the local level in Egypt, there are institutional and legal barriers in place inhibiting unions’ potential role as democratizing actors in the country.
