This policy brief assesses the performance of Poland’s “Multi-annual Programme of Development Cooperation for 2012-2015”. The author identifies the program’s shortcomings in allocating its funds properly among development partners, formulating a clear set of priorities the aid should tackle, and developing a precise benchmark to measure aid performance. He concludes by giving some recommendations on how to address these challenges before the next aid program scheduled for 2016-2020.
