This paper explores the potential benefits of enhanced energy cooperation between Gulf Cooperation Council (GCC) states, with an obvious emphasis on oil, gas and power generation activities. The probability of cooperation is unlikely at the moment, the paper readily admits, but that does not prevent it from providing specific instances where a collective approach would benefit everyone involved.
