This paper develops a framework for assessing the provincial plans in Indonesia’s Sustainable Urban Transport Initiative (SUTI). It suggests that the SUTI plans fall short of best practice recommendations and that international organizations and Indonesia's government will need to fortify the design, financing and monitoring to fill this shortfall, especially when it comes to problems related to the integration of public transport and spatial planning.
