This paper discusses governance and implementation of the post-2015 development agenda. More specifically, the paper reviews nine official and unofficial documents and organizes the proposed means of implementation (MoI) into three overarching types: finance, technology and institutions. It also contends that more attention needs to be paid to how national institutions dealing with MoI handle three core functions: 1) the articulation, aggregation, and conversion of diverse interests into policies; 2) the allocation and distribution of resources to comply with provisions in those policies; and 3) the monitoring, evaluation, and learning to improve policy performance.
