This paper provides the text of a speech delivered by the United Nations Special Representative of the Secretary General in Kosovo, Michael Steiner, at the London School of Economics and Political Science in January 2003. Using Kosovo and Bosnia as examples, the speaker discusses UN peacebuilding operations and outlines seven principles that are essential to the success of peacebuilding efforts anywhere. He concludes that successful peace missions require not only collective expertise and experience, but also political will.
