This brief addresses the Millennium Development Goal (MDG) target of increasing universal legal identity and the problems in the way it has been framed. The authors argue that, as it stands, the target conflates legal identity and birth registration, even though these two elements require different implementation strategies and targets. They also clarify what is involved in birth registration and legal identity processes and discuss how they think targets for both could be framed in the post-2015 agenda.
