This brief looks at the difference in approach that the EU and China have to development cooperation with one another. The author holds that differing political ideologies and strategic approaches, as well as the challenge of coordinating a variety of Chinese and European actors pose specific problems. That is why the author proposes that the EU should build a long term dialogue with China on development that seeks to engage with rather than reform Chinese development policy.
