This is a transcript of a testimony given before the US House Permanent Select Committee on Intelligence on the terrorist threat posed to the US, other countries, and the stability of the Middle East by ISIS. In order to deal with the long term threat posed by ISIS, the speaker recommends that the US should 1) make use of multilateralism; 2) ensure counter-radicalization messages are data driven, 3) design a new counter-terrorism finance strategy, and 4) invest in good governance in the Arab World.
