This paper provides a report of the authors' October 2003 visit to Iraq. The authors outline the political, security and economic aspects of the situation in Iraq and demonstrate what they imply for future policies. They conclude that genuine regime change in Iraq is a dual process: on the one hand, it requires a rapid transfer of sovereignty by the occupying forces to ensure that authority is handed over to democratic forces; on the other hand, Iraqi democrats need to mobilize in order to build political legitimacy.
