This brief discusses the Islamic State of Iraq and Syria (ISIS) and questions if it could displace the historical Al Qaeda organization to which it was previously uneasily affiliated. The author also charts the origins and evolution of ISIS as well as the paradoxes facing the group, including the tension between its territorial anchoring as an "Islamic State" and its global jihadist objectives.
