This paper considers the threats posed to NATO member countries by homegrown terrorists and foreign fighters returning from Syria and elsewhere. In addition to exploring the threats these individuals actually pose, the text reviews the programs being undertaken by the UN, the EU, Norway, Turkey and the US to deal with the problem, and it considers what additional steps NATO might take to lower the risk of future homegrown violence or returnee attacks.
