This paper explores the possibility of expanding the guarantee instruments international donors and financial institutions put in place to mitigate the risks associated with working in developing countries. In particular, they examine expanding such instruments to include guarantees from the country that it will provide particular services to attract investment (in the same fashion as shopping malls provide an attractive "service package" to attract tenants). They also discuss whether such instruments can be integrated into the reform and investment programs supported by international donors.
