This paper discusses what South Korean President Park Geun-hye's administration could do to better implement its policy of building trust and levels of cooperation with North Korea. The author recommends that Seoul should 1) seek to increase inter-Korean cooperation in numerous areas, such as economic and cultural cooperation; 2) refrain from engaging in rhetorical battles with North Korea; 3) avoid placing ultimatums on multilateral or bilateral negotiations with North Korea, such as the threat to completely dissolve the Six Party Talks in response to a fourth North Korean nuclear test; and 4) clearly define what it means by trust in inter-Korean relations.
