This paper takes stock of the debate between two groups of researchers –- the ‘warners’ and the ‘reassurers’ –- over whether the Arctic region will be a scene of conflict or cooperation in the coming years. It concludes that the optimists have come to the fore since 2007, largely because of positive trends and developments in the area.
