This paper examines ways of enabling the best governance practices for central banks. The authors first provide a review of the literature of central bank governance before arguing that a central bank’s organizational structure, culture and learning system are important for achieving best governance practices. They also provide a theoretical framework for what constitutes the ideal organizational structure, culture and learning system of a central bank and then apply it to the central bank of Morocco.
