This paper provides the text of a speech delivered by Paddy Ashdown, European Special Representative And High Representative to Bosnia and Herzegovina, at the London School of Economics and Political Science in December 2003. The speaker discusses a number of lessons that might be drawn from peacebuilding efforts in Bosnia and Herzegovina in the 1990s. He concludes that three conditions are essential for the success of peace stabilization efforts: domestic and international legitimacy, regional stability and a well-defined vision.
