This is a transcript of a speech by Yves Daccord, the Director-General of the International Committee of the Red Cross, on the challenges facing humanitarian organizations in their efforts to provide impartial humanitarian responses in emergency situations. In particular, he addresses how the ability of humanitarian organizations to act impartially has been affected by changes in the political landscape as well as the way people perceive humanitarian organizations.
