This paper examines how Australian Customs policy can increase the country's trade competitiveness at a time when goods and services are increasingly produced across borders in an international trading system. The author argues that for Australian business to compete in this environment, the Australian Customs and Border Protection Service needs to further streamline its processes while still protecting the country's borders. He suggests that one way to do this is through the development of an Authorised Economic Operator program that separates high-volume, low-risk trade from high-risk transactions.
