In July 2014, Japan amended article 9 of its constitution to allow the use of military force to defend a foreign country that is in a close relationship with Japan when it comes under armed attack. This paper explains in more detail how Japan will put this idea of Collective Defense into practice and argues that the amendment will not have a destabilizing effect on security in East Asia.
