This paper summarizes the presentations held at a March 2004 panel discussion on the international civil and military involvement in Kosovo. The panel explored the political and economic causes of the persisting violence in Kosovo. It also looked at the dilemmas faced by various international actors in the Western Balkans, and Kosovo in particular, as well as the implications for the future.
