This brief does indeed lay out a long-term strategy for US engagement in Yemen – i.e., a strategy that stresses ameliorating the root causes of radicalization and instability that exist within the country. In practical terms, this means 1) providing economic assistance that focuses on sustainable development; 2) promoting political reforms that are grounded in inclusiveness, legitimacy and public participation; 3) implementing security assistance programs that build up local capabilities; and 4) pursuing US public diplomacy and outreach efforts that are consistent with Yemen’s needs.
