This brief argues that the EU should enhance its strategic development partnership with India, even though the latter's 'southern identity' still makes it wary of working with traditional donor organizations and states. As part of what should be a go-slow approach, Brussels might first try to forge ties that deal with exceptional circumstances, such as natural disasters and India’s security interests. In pursuing these bilateral ends, however, the EU's approach also needs to be more 'realistic', which means focusing more on economic growth instead of poverty reduction.
