This policy brief identifies the challenges facing the United Nations Multidimensional Integrated Stabilisation Mission in Mali (MINUSMA) as it tries to rebuild the security sector there. It specifically looks at the capacity-building of the police component of the mission and how it can be strengthened to help re-establish state authority in the country. The authors argue that MINUSMA not only needs to strengthen its presence in the country, but must also find new ways to approach capacity-building in a more holistic manner.
