Focusing on the fight against HIV/AIDS, TB and malaria, this brief examines the importance for national governments in Africa to take the lead in mobilizing domestic resources for healthcare in the 21st century, instead of relying on funds provided by the international community. The authors recommend that, amongst other things, health ministers should act as intermediaries to create partnerships between international donors and domestic governments, as well as encourage national governments to assume political leadership on public health.
