This working paper examines how the Association of Southeast Asian Nations (ASEAN) has responded to humanitarian crises such as Typhoon Haiyan in the Philippines as well as Cyclone Nargis and the Rakhine State crisis in Myanmar. The authors also provide recommendations for ASEAN on how it can improve on the way it deals with man-made, as well as natural, crises.
