This paper discusses some of the issues that could arise in China’s trade negotiations, including those for bilateral trade deals as well as multilateral agreements, over the country’s state-owned enterprises (SOEs) in the near future. The authors suggest that such issues could emerge as China is viewed by other countries as having a large SOE sector and as large SOEs in China are perceived as having protected monopoly positions in the country’s markets.
