This commentary considers the extent to which Boko Haram operates outside of Nigeria's borders. It contends that although Nigerian president Goodluck Jonathan portrays the group as a regionally-minded al-Qaeda operation with links to other international jihadist networks, the evidence shows otherwise. Indeed, Boko Haram remains a predominantly Nigerian problem, which means its solutions will have to be domestic ones.
