This paper discusses the competition for influence in Libya's security sector among numerous interest groups following the security vacuum created by the fall of Muammar Qaddafi in 2011. In particular, the author examines how hybrid security sector institutions - institutions that rely on interaction between a ‘formal’ state apparatus and ‘informal’ non-state actors such as militias - began to play an increasing role in state security.
