This paper discusses whether a transnational civil society is emerging in Southeastern Europe. The author argues that despite the fact that civil society remains weak in the region and throughout the post-communist world, such a transnational civil society is emerging. The paper analyzes projects linking groups or organizations from at least two countries in the region, including conferences and public discussions, joint social research projects, training in democratic state-building, voluntary work, and local cross-border cooperation. It demonstrates that transnational ties have by and large been created among pro-European elites and among the young with Western funding.
