This paper looks at the role humanitarian visas may play in enabling third-country nationals to apply in situ for entry to EU territory on humanitarian grounds or because of international obligations. The author investigates 1) if the possibility exists, under the EU's legal framework, to issue humanitarian visas; 2) the possibility of the EU moving towards a common framework for the issuing of humanitarian visas; and 3) past experiences of humanitarian visa schemes by member states. She also provides some recommendations on how member states could be encouraged to make use of the existing EU provisions on humanitarian visas.
