This paper begins by discussing the tasks and challenges facing civil society groups in Syria in different areas, both under state and non-state controls, since the country's civil war began in 2011. The author then illustrates the humanitarian, institutional and structural ineffectiveness of international assistance and proposes a military intervention approach to stabilize the chaotic situation in the country and give civil actors more room for maneuver.
