This paper analyzes the strategies proposed to transform and resolve the Kosovo conflict. The author considers approaches of conflict management and/or resolution used by Serbian and Yugoslav governments and Kosovar elites during the 20th century, and outlines the reasons for their failure. The author then discusses strategies proposed by international actors and the Serbian government since the fall of the Milosevic government in October 2000.
