This bulletin examines how Russia exerts its influence in neighboring countries using Moldova as a case study. The author argues that the Moldova case shows that Russia uses its influence to corrupt elites, shape public opinion so that it benefits its own interests, and hinder Chișinău's state building processes. He also discusses how the EU and Moldova should respond.
