This report examines the international community’s role in the Palestinian-Israeli conflict. The authors argue that it compensates for breaches in Israel’s obligations as an occupying power, thereby disincentivizing Jerusalem from altering its practices. They then offer a set of recommendations for the international community on how to help Palestinians secure their fundamental rights. These include clarifying the legal obligations by requesting a new International Court of Justice opinion, appealing to Israel to formally recognize Palestinians’ right to self-determination and refocusing international assistance on expanding Palestinian institutions.
