This paper presents a climate policy scenario where welfare costs of mitigating carbon dioxide emissions from 2012 until 2050 are equal across selected regions. More specifically, the authors 1) determine the driving forces for the level of compensation of carbon dioxide emissions that some regions need to receive from others in the case of equal welfare losses, and 2) compare the equal loss scenario to alternative climate policy scenarios.
