This commentary discusses the domestic and international reactions to Japan's July 2014 decision to reinterpret Article 9 of its Constitution, permitting Tokyo to use military force to come to the aid of an ally or a country in a close relationship with Japan when it is under armed attack. The author then makes some suggestions on how Japan could take a more proactive role in ensuring peace with its neighbors.
