This policy note rejects the idea that collaborating with ex-military commanders and their informal networks promotes postwar instability in a country. Instead, its authors argue the opposite – i.e., integrating former officers into post-conflict societal structures can actually help provide security and stability. To illustrate their point, the authors look at Liberia, where the direct access ex-commanders have to ex-combatants has enabled them to distribute jobs, money, food and other resources.
