This paper presents the outcomes of the October 2013 OSCE Focus Conference held in Geneva on the priorities and challenges facing the organization. It includes articles on 1) the role of the OSCE in supporting security sector governance and reform; 2) counterterrorism in the OSCE region; 3) the human rights instruments of the OSCE, the United Nations and the Council of Europe; 4) arms control in Europe; and 5) the environmental challenges, cooperation and security in the OSCE region.
