Based on the priorities and tasks identified at the December 2013 European Council Summit, this brief discusses how EU member states and key EU institutions can improve EU defense cooperation in a number of areas. The author particularly examines how the European leaders and EU institutions can work on solutions to empower the EU’s common security and defence policy (CSDP).
