This paper examines the policy concept of 'the Nexus', which refers to idea that water, energy and food security are linked to one another and that a decision in one area affects the others. In particular, the author focuses on the complexity that is involved in policy-making in the Nexus approach. He uses Ethiopia as an an example case to demonstrate the degree of complexity that decision making in the Nexus approach entails.
