This article assesses the development of EU-Russia relations in the context of EU foreign policy. The author provides comparative perspectives on both EU and Russian policies and analyzes the potential for a mutually beneficial, strategic relationship. The paper also describes the relations between Russia and the EU in the context of the European Union's broader policies towards the CIS and the individual CIS states.
