This paper examines the state of manufacturing as well as industrial policy in Europe and provides recommendations for the EU and its member states on what industrial policy they should adopt in the future and how to implement it. The authors contend that although manufacturing is a key pillar of the economy, it has been in decline in Europe for decades. Consequently, they suggest that the EU and its member states should adopt a new policy, one that can establish a technology-oriented and resource-efficient manufacturing industry in the Union.
