This brief argues that although existing disarmament, demobilization and reintegration (DDR) programs are designed to facilitate the transformation of combatants into civilians, they're not particularly well-suited for conflicts where militias and other armed non-state actors are important players. To deal with this problem, the brief closes with next-step recommendations on how to improve DDR programs.
