This report discusses the challenges which external actors, such as the UN Peacekeeping Mission in South Sudan (UNMISS), face in protecting civilians who are targeted in the conflict in South Sudan. The authors explore 1) the complexity of the historical grievances of the conflict; 2) the multitude of threats posed by numerous actors to civilians; 3) the unprecedented challenge of protecting the tens of thousands of people in UNMISS bases; and 4) the difficulties of protecting endangered civilians who are hard to reach due to insecurity and insufficient resources and infrastructure.
