This commentary discusses the cooperation between the Islamists and secular political forces in Morocco. The author illustrates how the Islamists and "seculars" have been prepared to make concessions and to form alliances with each other based on cost-benefit calculations rather than ideology. However, he also points out two factors that stand in the way of sustained cooperation between two sides: sporadic upsurges of identity politics and the divide-and-rule strategy traditionally used by the ruling regime and its allies.
