This paper examines the possibilities of further cooperation between the EU and the Gulf Cooperation Council (GCC). In doing so, it particularly looks at the concept of inter-regionalism – i.e., the possibility of a regional actor drawing on, copying, and linking up with equivalent actors in other areas, and thereby linking their common strategies and policies together.
