This paper discusses problem of transparency and disclosure in academic and policy discussions on climate engineering (CE) research governance. In particular, the authors discuss the need to define and operationalize transparency of CE research, indicate challenges of disclosure in the realm of CE research governance and propose a new approach to disclosure-based governance.
