This commentary examines the policy and regulatory instruments the EU has put in place to address climate change and environmental protection, with a focus on its '2020 Climate and Energy Package' from 2007 and its 2030 policy framework created in 2014. The authors contend that Europe's efforts, including the 2020 package, have been far from successful and that this has led the Union to adopt the 2030 framework which proposes a governance structure that gives governments greater flexibility in reaching targets in renewables, energy efficiency and carbon emissions. However, they also suggest that the EU still has to find a way to ensure that its 2030 targets will be met.
