This commentary examines the strategic consequences of what would happen if the EU were to open up a dialogue with the Russian-led Eurasian Economic Union (EEC) on the future of the political and economic order in Europe, with a view to restoring peace in Ukraine. The author suggests that such a move could be a step toward the division of Europe into two competing blocs as 1) Russia has been lobbying for this form of arrangement in Europe; and 2) because Russia would be able to direct the EEC in any negotiation process to reflect Moscow's position.
